HOW TO APPLY FOR CERTIFICATE OF CRIMINAL RECORD

("Toko Shomei" or "Hanzai Keireki Shomeisho")


Applicants eligible for the certificate:

The Tokyo Metropolitan Police Department (TMPD) will issue a police certificate when you are required by foreign authorities (an embassy, immigration agency, etc.) to submit it to them. To apply for the certificate, you must be either of the following:

  1. Registered as a resident of Tokyo
  2. Previously registered as a resident (or Alien Registration Certificate holder) of Tokyo but now living overseas

* Depending on the requesting authority and the reason for the request, there will be some cases where we may not accept your application on the spot or where you may find no necessity of the certificate. Please call and check with us in advance.

<Subway stations nearby>

Sakuradamon Subway Station (Exit #4): Yurakucho Line, Tokyo Metro.
Kasumigaseki Subway Station (Exit A2): Marunouchi or Hibiya or Chiyoda Line, Tokyo Metro.

* No parking space is available. Please use these subway lines when you come.


Office hours:

Monday-Friday <Closed on national holidays, and the year-end and New Year holidays>

8:30 a.m. - 11:30 a.m.
1:00 p.m. - 5:00 p.m.

* It takes about 20 minutes per person to complete the procedure on the day of application. The certificate will be issued in about two weeks.


Documents required for application:

For residents registered in Tokyo

Foreign
Nationals
1 Passport (valid; no photo copy acceptable)
2 Either of the following documents:
(1) An official copy of your Residence Record, or Juminhyo (issued within the last six months)
(2) A document issued by the government or other public agencies that shows your name and address:
e.g. Residence Card, or Zairyu Card
Special Permanent Resident Certificate, or Tokubetsu Eijusha Shomeisho
Driver's license
3 A document that confirms your necessity of the certificate; for example, a letter from the authority stating the requirement to submit it

Japanese
Nationals
1 Passport (valid; no photo copy acceptable)
2 Either of the following documents:
(1) An official copy of your Residence Record, or Juminhyo (issued within the last six months).
(2) A document issued by the government or other public agencies that shows your name and address:
e.g. Driver's license
Basic Resident Register Card, or Jumin Kihondaicho Card
3 A document that confirms your necessity of the certificate; for example, a letter from the authority stating the requirement to submit it

For those previously registered in Tokyo but now living overseas

Nationals
1 Passport (valid; no photo copy acceptable)
2 A document that shows your current address:
e.g. Local driver's license
Mails addressed to you
3 A document that shows you lived in Tokyo
e.g. An official copy of your Alien Registration Card, or Gaikokujin Toroku Gempyo

4 A document that confirms your necessity of the certificate; for example, a letter from the authority stating the requirement to submit it

Japanese
Nationals
1 Passport (valid; no photo copy acceptable)
2 A document that shows your current address:
e.g. Local driver's license
Mails addressed to you
3 An official copy of the Resident Removal Card, or Johyo, on your Residence Record called Juminhyo; or an official copy of the Resident Postscript Card, or Fuhyo, on your Family Register called Koseki (both of which must have been issued within the last six months and mention the municipality where you previously resided)
4 A document that confirms your necessity of the certificate; for example, a letter from the authority stating the requirement to submit it
