Recently, the number of theft cases targeting persons withdrawing cash from a bank or an automated teller has increased. Techniques such as purposely putting something on someone's clothes or dropping money in front of him has been used to avert the attention of a potential victim.
The number of theft cases involving lock picking tools has increased as well, with their techniques getting more devious than ever.
Moreover, crimes utilizing computer technology has also increased and includes producing counterfeit and altered credit cards. Thus, crime has become even more malicious and cunning as ever. In an effort to expeditiously solve these constantly evolving crimes, the MPD is relentlessly improving its investigative procedures with new technical equipment and training.
Meanwhile, each MPD investigator continues to actively do their job to prevent future crimes from occurring and ensure the residents of Tokyo continue to live in a peaceful and safe environment.





Aiming for the 100% Clearance Rate
In 2002, the penal code offenses numbered 301,913 (excluding the traffic accidents and offenses) in Tokyo. This was equivalent to 10.6% of the nationwide total offenses, 2,853,738.
The clearance rate that the MPD achieved last year was 99.2% for murders, 54.9% for robberies, and 44.5% for burglaries. The MPD will keep working hard around the clock to solve all the crimes that threaten Tokyo residents.

When a crime takes place, the investigators of the Identification Division are dispatched to the scene. Evidential materials collected at the scene serve not only as important clues for solving the case but also as the important exhibit items at the trials. The job of evidence gathering thus requires perseverance and expertise. The scientific knowledge plays an essential role in solving criminal cases that take place in recent years as they are more elusive and complicated than before. With the help of high- performance equipment the Criminal Investigation Laboratory analyzes the DNA patterns, firearms, voice and sound, documents and handwriting, narcotics and other substances, and has made a remarkable contribution in solving crimes and accidents. Investigators with a nose that knows - the canine unit is also helping a lot for police work. Police officers rely much on the canines' capability in tracing offender's escape routes, searching drugs and firearms, and subduing the armed criminals.

High-tech Is a Must in Solving Cases
In order to tackle the recent crime trends toward getting more heinous, involving wider area, transnational, swift operation, and high-tech oriented, the MPD uses the both conventional methods and the latest methods such as computer technology. Investigations of a scientific scope have been shouldered by the Identification Division and by the Criminal Investigation Laboratory. They proved very effective in the works of collation, analysts, identification and testing. Further improvement of mobility as well as the advance of scientific investigation lead to the swifter apprehension of culprits.
