Globalization, the IT introduction and other social changes have significantly affected the crime-deterrence functions traditionally possessed by the local communities. Residential neighborhoods have been haunted by many crimes such as purse-snatches, burglaries, and convenience-store robberies. A grave threat is also posed by the rise of heinous cases committed by juveniles.
To deal with this situation, the MPD has established "Special Headquarters to Promote Street Safety & Crime Deterrence" to beef up its effort of protecting local community so that the Tokyo residents can enjoy their life in security.

And also the MPD is pursuing the neighborhood safety activities that attend more to the resident's concerns. Local police officers, for instance, tie up with the neighborhood associations, local autonomous groups and volunteer groups in carrying out patrols and other crime prevention activities. Residents get information from local police officers about the trend of crimes that concern the neighborhood.

Juvenile cases constitute as much as 30 percent of all penal code offences in Tokyo (60 percent of all arrested snatchers were minors). They have also been getting more cruel and violent in recent years, as can be seen on the rise of robberies, injuries, and cases committed with the use of knives, as well as cases committed by crime-instigating gangs. We also see no end to the occurrence of stimulant and other narcotic offenses as well as sex-related delinquency involving underage girls. Many difficulties face our young people, who are the torchbearers of the 21st century. Protection and guidance of youths are not short-lived but done continuously in close tie with families, schools, local communities, and various volunteers. It is a job that requires perseverance.

To prevent young people from turning to crimes, it is extremely important not only to find, protect, and guide delinquents at an earliest possible stage but also to give them follow-up care and guidance. And that can be successful only when there is good communication between the police and human resources from local communities.
The MPD organizes and sponsors many events that encourage the sound growth of youths, namely the All Tokyo Meet for Sound Growth of Juveniles, the Tokyo Juvenile Judo & Kendo Meet, and the Police Exhibition for the Children and Parents. These efforts are promoted in a unified approach involving local schools and families.
