KOBANS AND RESIDENTIAL KOBANS SUPPORT THE LOCAL PEOPLE AS THE SOURCES OF THEIR SAFETY LIVES AND SENSE OF SECURITY





In Tokyo there are approximately 1,200 Kobans (Police Boxes) and Residential Kobans that serve as the source of a sense of security for every citizen.

A high-tech Koban

Kobans' police officers carry out quite a lot of functions concerning all residents' troubles on daily basis. Examples are: patrolling the neighborhood, giving directions, handling lost and found properties, providing help for lost children and those who become intoxicated, counseling for those who have problems, and directing traffic. The MPD also utilizes many patrol cars and helicopters for the serious investigative circumstances; deployment in distance, and swift and sure response to the complicated site locations. Every police officer assigned to the Koban is working hard, hoping to make Tokyo a safer city, and to ensure a trouble-free life for everyone living and working in this city.

Koban services are getting more convenient and wide- ranged. Some Kobans can now provide the sign language service. Some others are equipped with two-way televisionsystems, called Hi-tech Koban, that offer direct access to the main police station even when the Koban's police officers are not available.
The MPD has restyled some Kobans in urban areas to Residential ones to increase rapport between police officers and local residents and to better meet the residents needs.

In case of crimes and accidents, never hesitate to dial one-one-zero

Responding to emergency calls from citizens, the MPD Communications Command Center gives command to local officer by radio system so that the forefront activities for apprehension of offenders or rescue operations can be done swiftly. After we introduced the latest high-tech devices in January 1999, we became feasible for swifter and more precise operation.
The new system employs visual support such as instantaneous map introduction for occurrence location while dispatcher can locate the nearest available radio car with car- location-panel. With our outright support as above, local officers can reach to the scene as early as possible from their radio cars or Kobans. Officers on the streets are also assisted by the helicopter unit to discover and apprehend criminals before they run far away using the highly developed transportation system of today.

Calling "One-One-Zero" from your mobile phone / Personal Handy Phone (PHS)
Step 1: Push "1-1-0"
Step 2:

Report the necessary information regarding the incident/accident, and then tell the officer your location by

(1) Confirming the address plate where you are at.
(2) Looking for the serial number posted on the nearest traffic sign/signal
(the serial number will be posted on the sign pole, at a height of approximately 2 meters from the ground).
(3) Looking for the serial number posted on the nearest utility pole
(the serial number will be posted on the utility pole, at a height of approximately 4 meters from the ground).

Step 3:

In order to ensure that your call from a mobile phone does not get cut off, it is recommended that you come to a full stop and remain in one location while placing your call.

1 What happened or is happening?
(The nature of the case such as fight, traffic, accident, or robbery.)
2 When and Where?
(The time of the occurrence, the location of the scene, and nearby landmark.)
3 How did it happen or is happening? (Describe the incident as you witnessed and about if anyone is injured.)
4 Who did it?
(The number of the offender(s), appearance,distinguishable features, and which way they ran.)
5 Who is calling?
(Your name, address, telephone number and your relation to the case.)
