The total number of juveniles being arrested or placed under protective custody in Tokyo in 2010 was 11,445, showing a 145 decrease compared with the previous year. And the number of minors involved in smoking or midnight-wandering was 62,411, also showing a decrease of 2,664 comparing the previous year.
Among the total number of the people who were arrested or placed under protective custody for the street crimes, such as purse snatching and street mugging, juveniles accounted for 37.3%, meaning one out of every three offenders was a minor.
In cooperation with juvenile protective volunteer groups, schools and other entities, the MPD actively promote juvenile guidance activities, including hands-on orientation, "Talk to your neighbor's children" movement, and street patrol. Also in accordance with other organizations, the MPD extends additional support to help children rehabilitate, while working to create society that will not result in delinquency.



The MPD organizes and cosponsors various events such as All Tokyo Meeting for the Sound Growth of Children, the Tokyo Juvenile Judo & Kendo Meet, and the Police Fair for Parents & Children, to encourage the sound growth of children.
